The served order's only violations were two placeholder codes its own list called incomplete, naming no condition.

The Notice and Order the City issued against 4880 T Street on April 12, 2023 listed only two violation codes — "Other" and "Permits Required" — and the violation list attached to it stated on its face, "Neither interior nor exterior has been completely inspected." Those two codes came from a preliminary letter the City mailed on March 21, 2023 that told the owner to call within ten business days to schedule an inspection; the served order carried that same two-line list word for word, adding no property-specific condition. The "Other" code gave no description, and the "Permits Required" code named no structure, work, or location. Under the City's own code, the order is required to contain "a brief and concise description of the conditions found to render the building substandard." Those two codes remained the only violations on record from the April 12, 2023 order until the City's first on-property access on August 21, 2025 — when staff were "allowed in to the backyard" — a span of more than two years. During that period the owner had thirty days to appeal an order that named no specific condition, and the City billed recurring $1,000 administrative penalties and 24 monitoring-fee requests at $380 each from May 2023 through October 2025. The same two-code wording appears unchanged across three separate public-records productions, including the November 2025 production the City certified as complete.
