Why this clip matters: The City's written activity log reduces the August 21 entry event to a clean inspection note. The tape is different. On camera, the access discussion includes the stated escalation path: warrant, police, and making entry. In the same clip, Bo Cosley can be heard in the background listing the additional agencies they would bring: police, fire, animal control, and building inspectors. That is not background color. It is the pressure used to explain why access would be obtained.
